Because Google is announcing its main goal as continually improving the user experience at SERP. In turn, the user experience is constantly changing, e.g., SERP for mobile is different from SERP for desktops, SERP for a nearby café may not be as important to the accuracy of the content as finding a lawyer, doctor, or real estate agency.
